You may want to switch your refresh rate to 60Hz, as Havok does rely on frames being 60 or less to work correctly. That's just how the lip-sync animations and sound files are cued up for some scenes, I'm afraid. It is the game, as when you speak to characters (like the trader in your video) that repeat the same lines, the lines are always slightly out-of-sync in exactly the same way. I see that from time-to-time with various characters.
